Copyright reform

Published: 19.12.11 at 11:50

In August the government agreed to implement the main recommendations made by Professor Hargreaves in the Digital Opportunity report. This report contains a number of welcome proposals, some of which we have already reported for example, the establishment of a licensing and clearance procedure for orphan works.

Arguably the most interesting and also the most sensible is the argument for a private copying exception to copyright infringement. Many of us copy legitimately purchased content, such as a CD to a computer or an MP3 player, assuming it is legal. This is perhaps one of the most prevalent myths surrounding copyright. This is in fact illegal, much to the dismay of consumers. The implementation of this proposal will bring UK copyright laws more in line with the real world and consumers' reasonable expectations.

The IPO has published a consultation document outlining the proposed amendments and are open to comments until the consultation period closes on 21 March 2012.

For further commentary on the proposals recommended in the Digital Opportunity report see the IPKat here.
